If you didn't follow the instructions, can you help me understand how we can better point people at those instructions? OSX has become a very complicated platform to support and we need everyone's help to diagnose issues properly.

I got to learn that this was because of Apple's System Integrity Protection (SIP) feature.It protects certain processes and directories even from the root user or users in the sudoers list.thanks to @Ben Morgan IO UPDATE: I followed the tutorial for installing nokogiri (mentioned by @flavorjones in the next comment) and it didn't work with and without the system libraries (brew libxslt, libxml2) which we believe works for most OSX configurations.
